Background Information

Over centuries, there has been growing consensus and appreciation of the notable contributions and the central role of the community systems (CS) and Civil Society Organizations (CSOs) in national development and achieving global targets.

The CS and CSOs through their advocacy for the less privileged and vulnerable members of the communities, and provision of essential services to the underserved populations, can be categorized according to their spheres of influence into global, regional, national, and local entities.

They include nongovernmental organizations, faith-based institutions, community groups, professional associations, research institutes and think tanks.

Cognizant of the comparative advantage of CSOs in the HIV prevention, testing, care and treatment services in creating an enabling environment; and in reaching out to the hard to reach populations, yet weakly coordinated and funded, the government partners (SSAC and MoH), global fund, and UNAIDS invested resources to enhance meaningful engagement of the CS and CSOs in achieving the NSP 2017/2018 – 2021/2022   goal, that is “HIV and AIDS Free South Sudan”. Through a dialogue workshop held in May 2017, the CS and CSOs in South Sudan constituted a steering committee, a core group of CS and CSOs to establish platform of CS and CSOs in the HIV and AIDS response. The group was tasked with the famous “100 days” blank page working platform.
